David Morales, Commissioner of Healthcare Policy and Finance is the Latino that occupies one of the highest ranks in Deval Patrick's administration. Prior to this role, Morales was a top advisor to the Governor. As one of the members of the Quatro Project, he is a foremost expert in the field of vintage jíbaro Puerto Rican music recordings. Through his leadership and engagement with the Latino community, he became one of the founders of the Jolgorio de Massachusetts.
